Singapore’s Home Team Is Building Its Own AI Chatbot – And It Speaks 10 Languages!
SINGAPORE, 26TH MAY 2025 — HTX (Home Team Science and Technology Agency), Mistral AI, and Microsoft have instituted a historic collaboration to co-develop Generative AI capabilities for the Home Team.
This partnership would accelerate sovereign AI innovation in Singapore by setting in motion the design and deployment of Phoenix, a proprietary large language model trained on very specific Home Team and Singapore-relevant data.
In this project, Microsoft will assist in fine-tuning the Phi-4 multimodal Small Language Model to tackle Home Team’s evolved use cases. Mistral AI will bring its LLM expertise in the co-training of Phoenix, a family of locally optimized models able to digest content in 10 major languages spoken in Singapore, namely Tamil, Mandarin, and Bahasa Melayu. Phoenix is expected to provide responses that are much more context-aware and culturally nuanced than generic LLMs.

Phoenix, designed to address critical national security concerns, is to be progressively deployed as an AI chatbot and API for Home Team departments.
The HTX team intends to integrate it into a unified platform that would host all future LLMs and Vision Language Models for seamless access and orchestration to agencies.

Microsoft will co-work with HTX to enhance infrastructure for training and model management. At the same time, Mistral AI will offer platforms for model fine-tuning, inference, and fast custom model building for Home Team departments.
This partnership positions HTX at the forefront of AI innovation in Singapore’s public sector, one of the few local agencies capable of developing LLMs from scratch, underscoring a major milestone in national tech sovereignty and AI readiness.
